Emily Hargrove
President

Emily Hargrove was diagnosed with fetal alcohol syndrome (FAS) at the age of one, receiving a life-long, full-body diagnosis from Vanderbilt Clinic. She decided to become more than a statistic and now uses her voice to empower others who have felt disenfranchised, leveraging her God-given love of learning to research the very condition with which she has been diagnosed.
 
Emily is a member of the International Adult Leadership Collaborative of the FASD Changemakers (ALC), founding member of Self-Advocates with an FASD in Action (SAFA) and a former expert panel member for SAMHSA’s FASD Center for Excellence. She has co-authored two publications and has partnered with a variety of national organizations and universities to facilitate presentations and trainings and support development of new interventions for the FASD community.

Emily holds a Master’s of Philosophy in Psychology (M.Phil.) and is currently a Doctor of Philosophy in Psychology (Ph.D.) candidate with a dissertation focus on FASD and spiritual development. She is a certified member of the American Philosophical Practitioner Association (APPA) as a philosophical counselor.

Emily and her husband are expecting their second child in September of 2024.

Jeff Alsup
Treasurer

Jeff Alsup is the Executive Director of the Fasken Foundation in Midland, TX. He holds a Bachelor of Arts from the University of Texas and a Master of Science from Fuller Theological Seminary.

Prior to his time with the foundation, he spent two decades in non-profit and ministry-related positions, with a short stint as the CFO of a small advertising firm.

Jeff is married to Lynn Alsup and has three adult daughters with brain-based differences, including FASD. When not strategizing to fund organizations fitting the foundation’s interest or funding the various schemes his children present on a regular basis, Jeff can be found flying a Cessna Centurion and playing an occasional round of bad golf.

Julia Rivera Headshot.png

Julia Rivera
Secretary

Julia Rivera, Esq. (Col, retired, USAFR) is the adoptive mother of an adult with FASD.

Colonel Rivera completed careers as an attorney both in and out of the military. She represented neglected children, young offenders, abusive parents and Federal Agencies in litigation.

Her decorations include the Legion of Merit, the Defense Meritorious Service Medal, and being named the Air Force’s Outstanding Reserve Judge Advocate.

Prior to pursuing law, she was a social worker providing adoptive, foster and child protective services. She is a graduate of Washburn University School of Law and Kansas State University (cum laude).
